Elugardo earned a B.S. in urban planning from MIT, a Master of Public Policy from the Harvard Kennedy School, and a J.D. from Boston University School of Law. She worked at the National Consumer Law Center and as a senior policy advisor to State Senator Sonia Chang-Díaz before winning a 2018 primary challenge to enter the House. She served the 15th Suffolk District from January 2, 2019, to January 4, 2023.
In the September 6, 2022 Democratic primary for Massachusetts State Senate 2nd Suffolk District, Liz Miranda won with 33.2% (6,806 votes). Elugardo finished second with 27.3% (5,600), ahead of Dianne Wilkerson (21.4%), Miniard Culpepper (15.3%), and James Grant (2.7%).
